The easiest way would be to use a laser leveling device.
As a retailer of similar products, there is generally a recommended cure time of 30 days for new paint. This gives the paint sufficient time to dry into the wall which will provide a better surface for your wall graphic and decrease the chance that your paint/wall or the product will be adversely effected.
I take it that you mean "paint" over a previously painted wall. If that is the case, yes you can. Your best bet is to clean the wall thoroughly. You can find some special phosphate or lye based cleaner at the hardware store. Be sure to follow the safety precautions like using gloves and eye protection. Next you will need to prime the wall to cover over whatever was there before. Then it will be ready for your new paint.
by rubbing it with sand paper which will remove the paint
Yes if you really want to, but if being scraped at, or hit with something the paint will peel and reveal the tile's true color underneath. Overall, not the best idea, but it works in a quick fix.
usually occurs if there is a smoker around. the smoke sits on the paint and has no where else to go and causes the appearance of a white wall to look slightly yellow.

A great way to get clean, sharp stripes on your wall is to put blue painter's tape up using a ruler to make sure the tape is straight, and then paint in between the tape lines to create the stripes.
Paradigm Paint is good for painting the dry wall and it will change the dry wall and it is good quality and it is of best quality and less expensive and best on my opinion.
Whether you want to paint outdoors or indoors, there is a method to painting a straight line that many people are not aware of. Most painters call this method “cutting a line’. If you use this method to paint you will end up with a far straighter line that any other method. First you are going to look at the area that you are trying to paint. Are you painting close to an indoor window or an outdoor window that has a raised frame around it? Maybe you aim to paint all the way up to a corner on a wall using a totally different color of paint than the wall next to it. You’ll want to make sure that the brush you use to paint with is one of quality. Check the bristles to make sure that they’re evenly cut instead of sloppily poking out everywhere. Then, the way to paint your straight line against your window frame or corner is to take the paintbrush into your hand as if it is a giant pencil. Place your first finger onto the topside of the paintbrush and your middle finger slightly below onto the flat front, bracing it with your thumb on the other side. Then you are going to use a sideways painting motion rather than a regular up-and-down paint stroke. You will want to make sure there is plenty of paint on your brush but keep it from reaching into the bristles any farther than about halfway. Start off slowly with your bristles pressed sideways, lined up with the area you intend to paint, press the bristles slightly until they curve a little and stroke downward watching as the sideways bristles form a line. As you learn what pressure you need to apply and how far the bristles are going to expand as you paint you can move the brush in closer until you reach the area you want the straight line at. Once you are comfortable with the amount of pressure you need to use you can then go a little faster and paint a beautiful line from top to bottom or side to side with ease.
The best way to paint over a green wall so the color does not bleed through is to make sure you do a base coat first. This can either be a primer, or you can just do several coats with your paint of choice.
this was difficult it got me a bit confused but it would take about 8 days

Yes or it can be the same as the wall paint if it should be flat.
