My mom always cooked a roast this way (not a pot roast) and I do the same way. Bring roast to room temp (30 minutes will do) Preheat oven to 400, put roast on roasting rack (fat side up if there is any) and cook for 10 minutes. Reduce temp to 350 and continue to bake for approx. 20 min. per pound (less the 10 you cooked at 400). This will be a medium to rare roast. If you want it more well done, you can go 25 min. per pound. We never used a meat therm, so I can't tell you the internal temp but when you insert a knife in the fattest part of the roast, the juice should be pink. If you don't bring to room temp, I suggest you give it 5 more minutes at 400. If you forget to turn down the oven to 350, check roast as soon as you realize - if you cook it the entire time, it will be well done - but should be tasty... will need gravy for sure if it's dry.

He said the eye of round would be a little more tender. I think he got it wrong. I usually buy rump roast and cook is in the crockpot and is falling apart when I take it out.
