There is available a bristle brush about 4"square that can accommodate a wooden pole. With the use of a pool tile soap, you scrub the all the tiles of scum and bugs. There is a more professional item that uses a fiber type pad that attaches to an aluminum pole that works far better. Tiles should be cleaned at least once per week. Note: the pad style also helps in the removal of the calcium line build up that accumulates as water evaporates.

You are not cleaning the tile or water line each week with a tile cleaning brush and pole. You are not maintaining water quality and sanitation requirements. You are not shocking the pool either with liquid or other shock treatment or both often enough. Neglect? If it is on the tile line it is also in the pool and equipment and nooks and crannies ~ you just can't see it yet. You, I would presume, are also not maintaining your pH or Total Alkalinity. k

To bypass a non functioning pool filter, or to keep your pool filter in pristine condition, first you need to back wash the pool. Once the pool has been back washed, you will need a leaf skimmer, a telescoping pole, a tile brush, a pumice stone, an algae brush, and a pool vacuum.
You are not doing a complete job when you service your pool or check the chemicals. You need a tile scrub brush assy. or the equivalent. You need to be cleaning the tile line at least weekly to prevent the scum and calcium buildup. You probably will not be able to remove the scale buildup at this point unless you concentrate on about a two foot area of tile daily until you've completed the entire tile line. k
