Phase of matter refers to matter that has uniform properties throughout.
They are sometimes used as synonymously. This often doesn't matter but be careful when discussing homogeneous versus heterogeneous chemical reactions. Phase means phase NOT state since two solids are not considered a homogeneous reaction (nor are two immiscible liquids) because they are not in the same phase when mixed (they do not have uniform properties when mixed) even though they are in the same state.
A phase of matter is a specific state of matter (solid, liquid, and gas for example) uniform throughout its composition and physical state. While state of matter is more distinct and precise than the phase of matter.
i.e. Lets take water for example: The different phases are solid, liquid and gas phases. If we narrow those down to just the solid phase we can look at many different states of matter. Ice is not completely uniform in composition from one ice cube to the next. There are infinite possibilities for the actual composition of an ice cube. I think of the state of matter of an ice cube as all the arrangements that the H2O molecules can take on to form the solid cube

Liquids are relatively farther apart and take the shape of its container. Gases' molecules are the farthest expanding and they keep separating until they expand completely.
