The charge of an atom is the difference between the number of protons and the number of electrons. Normally they balance, so the charge is 0. If there are extra electrons, the atom is an ion, and is considered negative. Conversely, an excess of electrons means positive.

Is element part of an atom?

Not quite. You can have an atom of an element, for example an atom of Hydrogen, but not a Hydrogen of an atom. The parts of an atom are protons (positively charged), neutrons (no charge), and electrons (negatively charged).

19 electrons what is the atom's electrical charge?

If you don't specify what element you are talking about, we have no way of knowing the charge of an atom with 19 electrons.

What is made out of elements?

An element is a substance that is made out of only one type of atom. So, an element when talking about a substance is made of atoms that are all the same. When talking about an element as an atom of that element (e.g. an aluminium atom) it is composed of a certain amount of protons, neutrons and electrons. Note: One element (Hydrogen) has no neutrons in it's atom.

How do you find how many electrons an atom has?

Knowing which element it is and its formal charge, subtract the charge from its atomic number.
