Protons have a positive charge, neutrons are neutral. Gluons are neutral (with respect to electromagnetic charge; they do carry color charge, but that's complicated and comes in 8 different types). Electrons are negative. Quarks have varying charges: up quarks are +2/3, down quarks are -1/3 (quarks also have color charge, but only 3 different kinds).

The center of an atom, the nucleus, is occupied by the protons and neutrons. The protons have a positive charge while the nuetrons have no charge. The electrons are way out on the edges of the atom, with negative charges to equal the positive protons. Therefore, the center of an atom is positive, while it is negative on the outside, or in the shells.
