Protons have a positive charge, neutrons are neutral. Gluons are neutral (with respect to electromagnetic charge; they do carry color charge, but that's complicated and comes in 8 different types). Electrons are negative. Quarks have varying charges: up quarks are +2/3, down quarks are -1/3 (quarks also have color charge, but only 3 different kinds).
The center of an atom, the nucleus, is occupied by the protons and neutrons. The protons have a positive charge while the nuetrons have no charge. The electrons are way out on the edges of the atom, with negative charges to equal the positive protons.
