The cheapest tickets i found for the front row was like $200 or $225 in Texas and those were like corner seats where you couldn't realy see them.
As far as I'm aware One Direction do not have mosh pits (standing areas) anymore as there have been injuries (as I have heard rumours about someone being violent to get to the front of the stage) They may of changed there standards but I don't think there are any standing areas. However if the rules have changed it would probably be on their website, or on the website where you by your tickets from.

The seat number can be found on the front of your concert ticket. Check the venue's website for a seating chart. If your ticket says "general area" it will be a standing-only area and should also appear on the seating chart.
At the front
put "My" in the front, and "Romance" in the back, and google it.
