The ocean's temperature doesn't change that much from summer to winter. However the water under the Ross ice shelf, by Antarctica, stays around 28 degrees Fahrenheit ( -3 Celsius) and stays liquid because of the salt content.

Water tends to exclude most other substances, so even frozen sea water doesn't have that much salt in it.
