Ration cards.
We had to use ration cards when I was in Europe 1970-1975. The cards limited the amount of purchase of alcohol, tobacco, sugar, and orange juice.I don't remember about the Orange juice but we could only buy four cartons of cigarettes and four quarts of alcohol and five pounds of sugar per month. Our command issued the cards yearly.
Hey gave them ration cards.

in Karnataka BPL(Below Poverty Line ) ration cards are green yellow in rural areas and urban APL (Above Poverty Line )ration cards are blue and "computerized"in the Bangalore urban area Antyodaya anna Yojana cards are meant for poorest of poor families living in rural and urban slum areas

Those pepol who are below poverty line they can get the BPL cards.
any person/family who have his annual income less then Rs. 45000/- & have not earth more then 40 yards include residential and agriculture is able for BPL Ration card

During World War 2 ration cards were used due to the shortage of food. Food was therefore rationed and could not be obtained without the ration card thus ensuring everyone had their correct allowance (Ration).
