All members of the World Organization of Girl Guides and Girl Scouts (WAGGGS) follow the rules and guidelines of WAGGGS, so yes, they are the same in many ways, but they are also different.

They all follow the Girl Guide/Girl Scout Law although it may be written somewhat differently depending on the organization in each country.

Basically, the only difference is the name. The international association is The World Association of Girl Guides and Girl Scouts (WAGGGS). The WAGGGS member organizations decide if their organization will use Girl Guides or Girl Scouts.
