The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but Japan uses 010, Australia uses 0011, and many other countries use different prefixes.

The country code for the USA (including Puerto Rico, US Virgin Isl., Guam, Northern Mariana Isl., and American Samoa), Canada, and 18 islands in or near the Caribbean, is +1. There will always be exactly 10 more digits.

The plus sign means "insert your international access prefix (varies by country, most commonly 00) here."

They don't have any specific dialling codes for cell phones. the cell phone number is just a 7-digit number like any other. It is quite unlike Asian and European type codes, where there is a 3-4 digit code before the number that is provider set. The USA is different, and usually better. This system actually helps a lot of problems and this way better handles security and information flow

The United States is part of the North American Numbering Plan, telephone country code +1. The NANP also includes Canada and 18 island nations and territories in or near the Caribbean.

Calls to the United States from another NANP country, or vice-versa, are dialed "one plus," the same as domestic long-distance calls, but international rates may apply.

The other countries in the NANP are Anguilla, Antigua & Barbuda, Bahamas, Barbados, Bermuda, British Virgin Islands, Cayman Islands, Dominica, Dominican Republic, Grenada, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, Sint Maarten, St. Vincent & the Grenadines, Trinidad & Tobago, and Turks & Caicos. The NANP also includes US territories Puerto Rico, US Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI, including Saipan and Tinian).

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
