Social Services will come inspect your home to insure that it is suitable for children. You must have a clean record must have obtained a high school diploma or GED. The most important characteristic that they cannot gauge is your intent. It's very difficult work to be a parent to a child who is not yours. You must have the right intentions for the sake of that child/children. If you're in it for the money, then please do not proceed. Make certain that your heart is in the correct place.

Should the court rule that a foster parent be held responsible to transport their foster children to visit the natural parent?

No. The court should not rule that a foster parent be held responsible to transport foster children to visit a natural parent. The duties of the foster parent are governed by a contract between the foster parent and the state. When the court places extra duties and expenses on a foster parent without arranging for payment for time and expenses, the court is placing an undue burden on a particular person. Such is not the duty of the court. The court does not run the foster care program. The Administrative branch of government is assigned that responsibility. The court should not place an unfunded mandate on foster parents.

How is adoption and foster care the same?

They aren't the same. Adoption is becoming the legal parent and foster care means the state is the childs guardian. The state makes all important decisions regarding the child and the foster parents have no rights, the state can just come in and move the child to another foster home for no reason. Adopted children are yours forever.
