It is basically for achievements, presuming your playing the 360 version (not quite so sure about PS 3 but I'm sure it's the same principle. The most important thing it doesn't deduct from money you get for upgrades. So blast whatever the you want when you want, and you'll more then likely get the achievement

The Destructor (30) Complete the game with more than $3,000,000 in property damage.

If you want to not be a blow everything up kinda guy then then simply don't. You may get the achievement,

Nice Shootin', Tex! (30) Complete the game with less than $100,000 in property damage.

I hope this has been helpful as it initially troubled me when first seeing the screens.
