Interpolate means to add things in. Like when you "guesstimate" a rough answer to a math question...this is interpolation. "Edward had to interpolate the approximate arrival of the airplane." "Harvy made an interpolation of the answer to Susan's math sequence." "I interpolate my arrival time every time I make a trip."

You can either interpolate or extrapolate. Interpolate = find the target point on the line and draw vertical and horizontal lines to see what the X and Y values are. Extrapolate = extend line past it's known area and do the same.
interpolate means to look at the information given and see what information you need and extrapolate means like say if i had one apple and ate half, how much apple would i have left? i suppose that's extrapolating. or if you had a graph you could say what would it be if it was 30 not 20 and follow the pattern.
Strictly speaking, it doesn't have to be although it is usually a big part of the genera. An example of a sf film in which there is no technology would be 10,000 BC, or Caveman. The science is anthropology and there is no technology mentioned. They take a scientifically derived situation and interpolate on it. Now technology is usually a consequence of most sciences or science is a major mean of investigating certain areas of science so it is easy to see how it would normally be incorporated in the art form.
