Heart Gold has a wider variety of Pokemon than Soul Silver if it is one thing you wish to know. Also the difference is:
Soul Silver: Ho-oh level 70, Lugia level 45, Groudon level 50, Latios level 40
Heart Gold: Lugia level 70, Ho-oh level 45, Kyogre level 50, Latias level 40
Latias has a special move called "Mist Ball", Latios has a special move called "Luster Purge" Mist Ball:5 Power points minimum, base power is 70, and the accuracy is 100, and has a 50% chance of lowering the foe's special attack. Luster Purge:5 Power Points minimum, base power is 50, and the accuracy is 100 and is a psychic type move, the effect rate of the foe's special defense stat has a 50% chance of effect.
I don't want to make you read a lot so I'm going to go ahead and say:It is your decision to choose what you wish, there is A LOT more in Heart Gold and Soul Silver you can know about, however there is a large difference to which is better than the other, my friend couldn't choose so she(or her mother or some other loved one) bought both.
