the aspca and spca are not connected any way except for their purpose....to stop animal cruelty. the aspca is american and the spca is other countries.

Usually the ASPCA (American) SPCA (Canadian) are the ones to call for animal abuse. The only time the police may get involved is if the the owner of the pet(s) have been warned on several occasions and been fined and ASPCA/SPCA comes to get the pet for it's own safety and the abuser refuses the police will be called in (at least in Canada.)

Puppy mills is a serious crime and a horrible thing to do. You can call your local SPCA, ASPCA, or Animal Services with the information that you have on the puppy mill. They will be sure to go about getting it shut down the right way.
