A CD ROM is a standard compact disc containing data to be read by a digital device, such as a CD player or PC CD-ROM drive. A CD-R is a compact disc which data can be recorded, or burned (hence the term "burning cds). Usually, CD-R's are one shot deals meaning they can recorded until they are either filled up (usually 700 MB) or finalized. CD-R's whether filled up or not cant be read by a digital device until finalized.

CDROM means Compact Disc Read Only Memory which means once software is burnt/written to a CD you can only "read" the software from the disc. Also technically when you say CDROM you are talking about the CD drive in your computer. You can only "read" data from a CD in a CDROM. a CDR is Compact Disc Recordable which is a blank CD that will allow you to use your computers CD Burner to copy/burn files from your PC to the disc. So CDROM = "You can only Read data from a CD" & CD-R = "You can record/burn files and software to a CD"
