A CD-R is a compact disc which data can be recorded, or burned (hence the term "burning cds). Usually, CD-R's are one shot deals meaning they can recorded until they are either filled up (usually 700 MB) or finalized. CD-R's whether filled up or not cant be read by a digital device until finalized.

Also technically when you say CDROM you are talking about the CD drive in your computer. You can only "read" data from a CD in a CDROM. a CDR is Compact Disc Recordable which is a blank CD that will allow you to use your computers CD Burner to copy/burn files from your PC to the disc. So CDROM = "You can only Read data from a CD" & CD-R = "You can record/burn files and software to a CD"
