In my line of work that is an Electrical High Voltage substation that is brand new. It is being built from a green field into an energized fully functional substation yard. There is no existing substation or remodeling of an existing one being done.

If I'm interpreting the question accurately, a "line isolator" is an insulating standoff for transmission or distribution cable. A bus isolator is an insulating standoff for tubular or bar bus as is normally seen in a substation switching yard.
The difference between a junkyard and a salvage yard is what they keep. A junkyard takes mostly car parts. A salvage yard takes all kinds of scrap metal like aluminum and copper.
