In an open circuit, the circuit doesn't power the load because it isn't closed fully. A closed circuit closes properly and can power the load. If you didn't know, the load is the thing your trying to power.

Think of a circuit in two parts. The supply voltage and then everything else. If you have a switch between the supply voltage and the rest of the circuit and you turn the switch OFF this opens the circuit. If you then turn it ON you close the circuit. If a circuit is open no current is flowing and there is no load on the supply.

In an open circuit, the pump works continuously at low pressure. A valve can redirect the flow to an actuator. Pressure increases as resistance increases, since the pump is working continuously. It's called open because the valve, when in the neutral position, provides a return path to the tank (open center). In a closed circuit, full pressure is applied to all valves at all times. The pump will adjust its flow rate, pumping very little oil until the operator moves the valve. It's called closed because the valve in neutral does not provide a return path to the tank.

An open circuit is one where there is no current flow, perhaps due to an open switch or a broken connection. A short circuit is one where there is unexpected current flow, often higher than normal, perhaps due to an extra connection shunting current around the load.

An open circuit is not complete- no current flows. When you unplug an appliance, it is now an open circuit. If a wire were cut- open circuit. In a short circuit, current does not make it to the motor, light or other component, it takes a "short cut" directly to the other conductor. This usually results in a very high current draw, and overheating the circuit, blowing fuses, tripping circuit breakers, smoke and fire.
