An ordinance is a local law. Although the method of enacting an ordinance will vary from municipality to municipality, they are generally passed by a legislative body (city council) and signed by a city executive (mayor), and subsequently enforced by local police and district attorneys.
Resolutions are non-binding, unenforcible, statements made by a municipalities legislative body. They are often not signed or endorsed by the city executive. Resolutions are often used to persuade other legislative bodies (State or Federal) to adopt legislation that is beyond the powers of the local body.

An ordinance is a local law. A policy is rule set forth by an organization. You can't go to jail or get a fine by breaking a policy, but you might lose your job or be denied service by the company. The difference is who sets the rule.
The Northwest Ordinance officially divided the north and south by using the Ohio River as the demarcation line between slave and free states. Slavery was banned above that line. Differences emerged after the Louisiana Purchase, as the new mass of acquired lands raised the question of whether the territory should be free or slave.

Since the Constitution prohibited taxation, the Land Ordinance gave the government the ability to earn money by selling tracts of land in the largely unmapped west. The ordinance served as the government's land grant policy until the passage of the Homestead Act.
