They are not really red and blue. This is seen in preserved animals (and cadavers) and in drawings to show which are higher in oxygen (red) and lower (blue). In general, you also can see than veins are shown in blue and arteries are red.

The gas exchange between the blood and the somatic cells (body cells) takes place in the capillaries of the circulatory system. Oxygen rich blood leaves the heart through the large arteries, moving into the arterioles, smaller vessels carrying oxygen rich blood, on to the capillaries. Capillaries are tiny vessels which have porosity in their walls, through which gasses and nutrients may exchange. The capillary beds, when looking at a diagram of the circulatory system, the blood vessels turn from red to blue signifying oxygen rich (red) to oxygen poor blood.
