Wearing a burka is cultural and not religious .In the Quran there is nothing that says the men OR women have to wear a burka,niqab or a hijab. The only reference to clothing is that ' men and women must dress modestly' (not exact quote) and this is open to interpretation. It is true that in some Islamic states women have to wear them by law however in these places men also have to cover up as well. Also many Muslim women chose to wear a burka and it is seen by them as protection from the sexual advances of men.
