The auxiliary verb "have" (have, had, will have) is used with the so-called "perfect tenses."

While "looked" is the ordinary past tense of to look, the present perfect tense would be "have looked" or "has looked" (third-person singular).

Using HAVE means that the process of looking has taken place already (present perfect actually referring to the past), or it can be an intensifier meaning "indeed."
