New public management (NPM) denotes broadly the government policies, since the 1980s, that aimed to modernise and render more effective the public sector. The basic hypothesis holds that market oriented management of the public sector will lead to greater cost-efficiency for governments, without having negative side-effects on other objectives and considerations.

New Public Administration is an anti-positivist, anti-technical, and anti-hierarchical reaction against traditional public administration. New Public Administration traces it origins to the first Minnowbrook Conference held in 1968 under the patronage of Dwight Waldo. The 1960s in the USA was a time of unusual social and political turbulence and upheaval. In this context, Waldo concluded that neither the study nor the practice of public administration was responding suitably to the escalating turmoil and the complications that arose from those conditions.NPA is a revisionary movement that seeks to reinvigorate Public Administration making it more responsive to meet the challenges of contemporary times. It seeks to revitalise the state focusing on its relevance, equity, values, change and client-orientation.

NPM is a movement that seeks to reinvent the role of state, applying management philosophy to administration. It says - the less the govt the better the govt. It rational is that govts should be more business like (thread of Woodrow Wilson's vision), should be net earner's and not spenders.N.P.A focused on a role for public administration nd more pro-active role of the state.. it is also focus on participation, decntralization, mutual co-existense nd social equity.. N.P.A has 3 important attacks to PA

(1) relevance

(2) values

(3)social equity.

N.P.M addresses beneficiaries of public services much like customers.. The keywords for NPA are Relevance, Values, Social Equity & Change. The advocates of NPA had a complaint from the traditional PA that it was not relevant to the current needs of the society. It was value-neutral. No concern for social equity & taking care of the underprivileged. Hence NPA began under Dwight Waldo.

NPM on the other hand seeks to introduce the element of 'market-orientation' in PA. Called for roll-back of the state & more role for the market. Hence increase competition in the process. Keywords are - Economy, Efficiency & Effectiveness.
