- in PLA, both OR and AND gates are programmable
ROM contains all combinations of input variables ie it contains all the minterms of input variables that's why it is known as the most general purpose combinational device while pla doesn't contains all the minterms of input variables .
In pla group of and gates are used,each of which can be programmed to produce required minterms of input variables whereas in ROM decoder is used to produce all the minterms of inputs variables from which required minterms are added by programmable OR

Do you mean the difference between RAM and ROM? If that is what you meant then ROM is what is used to read discs that are put into the computer, but RAM is used to temporarily hold memory from desktop and web based applications.
