In general, a task force is a group of individuals from different agencies or departments that come together to devise a course of action. A strike team is a unit that implements a course of action.

A strike force's real name is a Carrier Strike Group. It consists of:

1 Aircraft Carrier

2 Guided Missile Cruisers

2 Anti Aircraft Warships

One to two Anti Submarine Destroyers or Frigates

Task forces are assembled to complete a mission, are disbanded at the end of the mission, and can be any configuration needed to perform the mission. IOW if the mission requires three Fleet Oilers, two Hospital Ships, a bulk carrier, an amphibious command ship, a roll-on/roll-off vehicle transport ship and nineteen frigates, and I cannot possibly imagine a mission that would require that exact ship compliment, a task force could be assembled that had those ships in it.

A strike force is explicitly intended to be sent to attack some target. A strike is an attack. A task force could be organized for any task, not necessarily a strike. A task force could perform an investigation, for example.
