Ie: Suzie shall go to the store, because she is out of toilet paper and lives by herself.
Had Better is a phrase a person uses to describe an action that they think another person should take.
Ie: I bought the toilet paper last time. It's not my job to pay for everyone in this apartment... That's why I got roommates! Suzie had better go to the store, if she knows what's good for her!
