Near-sighted means able to see things clearly only when up close, that distant objects are less clear. Another term is "myopia." In the opposite condition, farsightedness (hyperopia), objects are clearer at a distance than they are up close.

Neither. Being unable to see objects far away is being nearsighted (US English) or shortsighted (British English); you can see things a short distance away. Being unable to see things that are close to you is being farsighted or longsighted. Most people as they age develop the inability to see things close to them and require 'reading glasses' to magnify close items.
Because there are not only things we cannot see but there is in infinite amount of objects in space we can not get to or physically explore (even with robots). The fact is, that these objects are to far away thus hindering our ability to completely understand them or where things in space came from. So yes a telescope, space shuttle and rovers can allow us to explore things that our relatively close but we have nothing that enables us to explore the universe and understand in precisely.
