it is called Shepherd's pie because it is made from lamb (mutton). it was made of the leftovers a wife has for her Shepherd husband, and their kids would take it to him, and it would be in bread, with beef, mashed potatoes, in a crust.:)

Shepherds were traditionally given the lambs' tails after the tails were docked. These tails were very good when grilled (New Zealand sheep farmers still eat them) and the leftover tails were boned, minced and made into ragout. This ragout made a good pie, and mashed potato (it was probably mashed parsnip or turnip before Columbus and Cortés) made a good pastry alternative. Modern shepherds pie is a development of that dish.
