The idea of the Declaration is just what it sounds like. It DECLARED INDEPENDENCE for the colonies, making them states and free from Great Britain. The Constitution was developed to outline the Government for the new country, and was created after the declaration.
The basic or core idea of the Declaration is that man is given natural rights by God and that men form governments to protect these rights. When a government no longer does this that the people can change the government to make sure the rights are protected. He then lists the charges against the King backing up this thinking.
