I agree that her actions are the ironic part of the short story, however I don't agree that it was in her decision to continue living, but rather in her decision to continue living in Dublin. You see, Eveline never contemplated suicide...

Joyce meant the irony to be in the actions of the main character. The irony in this case is situational irony rather than comedic or dramatic irony, as we expect one thing to happen but then something else occurs. This situational irony is expressed in the beginning, when Eveline is reminiscing about her happy past and her thoughts drift to her mother's death and uneventful life, prompting the sudden switch in theme and tone when the story reads, "Escape! She must escape!" Here, we thought she'd be able to find reason to stay in Dublin, but she resolves to leave. Another instance of situational irony is when the time comes for her to board the boat with her lover Frank; after her desperate and exuberant display of eagerness to leave Dublin, Eveline freezes at the docks and is left watching Frank leave "like a frightened animal." We expected her to leave to Buenos Aires and start a new, exciting life away from Ireland and away from her abusive father, however that is not the case. This entire story shifts in theme, tone, and expectations throughout, and situational irony can subjectively be found in various places within the piece.
