All life on Earth happens in the Troposphere, the lowest level of the atmosphere below about 25,000 feet. Above that altitude, in the stratosphere, it is difficult for life to exist without assistance.

There is no layer of the atmosphere in which ALL life exists because some life forms exist deep under the surface of the seas and oceans - not exactly part of the atmosphere!
