There are multiple theories for the material in the asteroid belt. First, note that the entire mass of the asteroid belt objects is a few percent of Earth's mass -- what is there today would not form much of a planet. One fairly good theory is that a planet did have an irregular orbit with the highest part where the asteroid belt is today.
