This song seems to be about South African Apartheid.

Many in that country just turned their head away from the suffering that was occurring in that country.

This seems to refer to a rally before the end of apartheid. When Mandela came into power, they got rid of the Afrikaan flag and created a new flag with the colors of the ANC being split by the colors of the US which have traditionally been seen as the colors of freedom.
