The definition of the phrase 'hard work' is work that is difficult, for one reason or another. Reasons this work is difficult could be that it:

is close to the limit of the skills possessed by the worker

is unpleasant, distasteful

involves many, or difficult, problems

requires a great deal of time

requires a great deal of physical or mental labor

is not easy for the worker to maintain

is not easy for the worker to achieve results

The term, hard work, doesn't necessarily imply the work is too difficult for the worker to achieve, nor that the work isn't satisfying or rewarding in some way, simply that it is hard: it isn't easy.

Hard work means someone works endlessly and whole-heartedly to achieve something. Many teachers work very hard to help students for example.
