A red padlock on Answers means that the question and answer are protected from edits. This is mainly done when answers have turned into debates with edit wars, or when vandals keep attacking the same answers.
For instance, take a controversial question such as, "How do people become gay?" There may be a scholarly type of answer citing research and saying that it is presumed that people are born that way, and that humans are not the only species that can be gay, etc. Then someone who sees it as a choice and is hostile against homosexuality may delete the entire answer and put down something derogatory about gay people. Then maybe others build on the vandalism. Then another person comes in and calls the anti-gay posters stupid and says they are born that way, etc. Then finally, a supervisor sees that all this is going on, reverts the answer to the time before the vandal spree, and protects it.
Another reason to protect a question would be if it is featured on the site in some way or was a winning answer in a contest. So that way, the answer will be preserved as it was in its polished or winning state.
