The best tool for measuring the volume of a glass is a liquid measuring cup. Simply pour water into the glass from the measuring cup and read the volume markings on the cup to determine the volume of the glass.
The answer depends on the quantity of liquid. A graduated cylinder will not be much use in measuring the volume of liquid in an ocean!
To read the meniscus in a graduated cylinder when measuring liquid volume, look at the bottom of the curve where the liquid meets the cylinder. Read the measurement at eye level to get an accurate volume reading.
