Strictly speaking the 'internet' speed doesn't depend on RAM although RAM on webserver may slow it down. More specifically a shortage of RAM on a user's machine may result in a response time degradation with whatever application is in use but that does not affect the 'internet'.
Minimum is the amount you need just to use it. Recommended is the amount it is advised you have for best performance.
