Fluorine is the most chemically reactive non-metallic element. (Fluorine is the most reactive of all the elements, actually.) It is known as the hungry wolf of the Periodic Table - and it earned that nickname.

This depends on the context, as some elements are more active than others depending on the solvent (i.e, polar aprotic, polar protic, organic etc.) Generally, flourine, chlorine, bromine and iodine (the HALOGENS) are the most reactive non-metallic elements. This property is linked to the fact that they are one electron short of a full octet (are highly ELECTRONEGATIVE), and so react more readily than comparable elements. Note that it is not electronegativty alone that determines how reactive the element is, but rather it is one important feature in a myriad of contributors.
