It depends on where you are asking about, and for what purpose. Out of stock-breed horses, the most popular is the Quarter Horse. Arabians are popular for a lot of different reasons. Racing = Thoroughbreds, and so on.
Just like people, some horses are more talented than others. It has more to do with an individual than a breed. Every breed has it's strengths and weaknesses, no single breed is 'better' than the others.
There's different opinions with this, but mine are the Thoroughbreds and Arabians!
