My 95 Chevy Astro van averages 15 mpg in the city. I do not know what it gets on the highway. It has a 4.3 L V6.

I get about 15-17 mpg in the city and about 19 on the highway in my 2003 Chevy suburban.

My 2001, 2 wheel drive astro van has an accumulated MPG of 17.3. 20 on the highway.
I had a 95 Blazer 4.3L which has the exact same drive train as the Astro van. I got between 20 and 21 mpg.
Can't say for sure. cars.gov doesn't specifically say whether the Astro qualifies or not. But fueleconomy.gov MPG ratings would show that it qualifies. Therefore, it would be a give it a try at any CARS participating dealer and see if they accept it or not.
