There have been many greater and lesser Elven lords by the title of "King". If I assume you refer to the "kings" of the "One Ring to rule them all" poem, that is more poetic license. Of all the Elves keeping or bearing on of the Three, only one was named 'king'.
Celebrimbor, a descendant of Fëanor, did originally create the Three Rings. Nenya was given to Galadriel, Lady of Lothlórien. Vilya was entrusted to Gil-galad, King of the Noldor, who gave it to Elrond. Narya was (depending on the version) either given first to Gil-galad who passed it on, or given directly to Círdan at the Grey Havens, who kept it and gave it to Gandalf upon his arrival.

Fractured Fairy Tales appeared as a segment on The Rocky and Bullwinkle Show. Fractured Fairy Tales were classic fairy tales retold in a comic fashion.
They are fairy tales. The gruesome, sadistic parts may seem like a fictive invention, but it's a cultural thing. They're folk tales, retold. And the Brothers Grimm did not even change their names; It's a coincidence!
Royalty in fairy tales usually consist of kings, queens, princes, and princesses who are the rulers of the kingdom. They often play central roles in the plot, such as facing challenges, going on quests, or seeking true love. Royalty in fairy tales may be depicted as either kind and noble or cruel and selfish characters.
You need to be more specific. There are countless fairy tales and many of them have several variations apiece, so one character (more or less) can have many different names. Furthermore, many supporting characters, even if they are important, simply aren't given personal names at all.
Grimms' Fairy Tales was created in 1812.
