Depending on where the fluid is, it can be indicitive of an underlying problem, like a torn ligament or torn cartilage, a ruptured bursae, which is a fluid filled sac located both on top and underneath your kneecap, or it could be related to something different, such as poor joints like in arthritis, or if there is a problem with circulation. Any fluid that is unrelated to an injury to the knee should be checked by a doctor to make sure you don't have an infection or virus.
