That would depend upon the translation/version of Scripture read. Some would clearly indicate Japheth to be eldest while others would indicate Shem.

Genesis 10:21New King James Version (NKJV)

21 And children were born also to Shem, the father of all the children of Eber, the brother of Japheth the elder.

Further, Genesis 9:24-25 is thought to tell the reader Ham is the youngest son of Noah. But others will interpret these verses to indicate Noah was speaking of Ham's youngest son, Canaan whom He cursed.

Yaphet was the oldest son, shem is only thought to be the oldest son but really he is the middle child. We see that he is not the oldest because of a rashi commentary: shem is a tzadik in his nation, was born circumsized and Abraham was a decedent of him. Cham is the youngest son.

i think it was Shem. He is most popularly regarded as the eldest son, though some traditions regard him as the second son.
