A word is not a connotation, a connotation is a feeling or image that is tied to a specific word. Does the word shout have a poor connotation? In general no. To shout is to raise your voice, to yell at though, does have negative connotations: "She is yelling at him" seems to signify that she is putting him down or berating him. "She is shouting to him." has far less negative, it appears more as if the ambient sound is bad, not a personality problem.
