Order of the Arrow is not a rank. It is a secret organization within the Boy Scouts of America.
Cub Scouts and Boy Scouts differ in that in Cub Scouts, except for the Bobcat, the ranks are earned at the appropriate age. They do not go back and earn previous unearned badges. Boy Scouts earn each rank in order regardless of age or when they joined. Cub Scouts: Bob Cat is always earned first regardless of age. Tiger Cub - 1st grade Wolf - 2nd grade Bear - 3rd grade WEBELOS - 4th - 5th grades Arrow of Light - 4th - 5th grades after WEBELOS is earned. You don't need any arrow points. The arrow points are awarded after the Wold and Bear rank badges are earned for doing additional electives (1 arrow point for each 10 electives). They are not required for anything.
A patch that has a yellow arrow is called the Arrow of Light patch. It recognizes Scouts who have advanced from Cub Scouts into the Scouting program for middle schoolers and older children.
The Arrow Of Light is the only Cub Scout award that can be worn on the Boy Scout uniform. Religious knots that are earned as Cub Scouts can also be worn on the Boy Scout uniform but they are actually awarded through the churches in cooperation with the scouts and so not really official scout badges.

To joins the BSA ("Boy Scouts") you must be a boy who is 11 years old, or one who has completed the fifth grade or earned the Arrow of Light Award and is at least 10 years old, but is not yet 18 years old. There is another progam, Venturing, for people who are a little older, from 14-21. Cub Scouts usually start in the first grade.
