The Postmaster of a post office (sometimes the Officer In Charge or Acting Postmaster) is the person who supervises box, rural route, city route, general delievery and window services. Depending on the size of the Post Office and the number of branches, the Postmaster may have an office at the main branch with a secretary, in smaller towns and communities, the Postmaster is the person at the window. There is also a Postmaster General of the Postal Service. The Structure of the Postal Service is discussed extensively in the book "Postal Service Labor Arbitrations" by John Zodrow in Colorado. Basically, the Postmaster General (PMG) is the chief executive officer and is named by, and serves at the pleasure of, the USPS Board of Governors, as does the deputy PMG. The Board of Governors oversee the Post Office, now know as the Postal Service. Nine of the 11 Governors of the Board are appointed by the President of the United States, plus the PMG and Deputy PMG. Rate changes, however, are overseen by the Postal Rate Commission, an independent federal agency.
