Evaporation
1) A liquid becomes a gas by evaporation after boiling occurs.

The point at which the liquid is heated sufficiently to vapourise is known as the "boiling point" of that particular liquid.

The boiling point of water is 100 degrees celsius (212 degrees Fahrenheit). At this temperature the steam and the water are in equilibrium.

2) The second process occurs at much lower temperatures, but also relatively low relative humidity.

Hanging wet laundry on a line exposes the moisture to the drier outside air. Even when it rains, laundry hung outside, but, out of the rain will eventually dry, at much lower temperatures.

3) Interestingly, clothes will dry outdoors even below freezing. Wet laundry hung outdoors will, of course, freeze...but...the ice frozen into the wet laundry will sublimate, that is, go directly from ice to water vapour almost as quickly as it does on a humid day.

BTW, this is the same process that 'shrinks' ice cubes in their trays in the freezer
