neither really happens "first." Erosion is the process of earth being moved from one place and being deposited at another. Weathering is the breaking down of structures into pieces that can then be taken away. So, in the cases where there is weathering, weathering would occur first then erosion.
Weathering, the wearing down of rocks or soil, happens before erosion, the removal of rock or soil.
