Go to your YouTube home page and click your username in the top right corner.
From the drop-down menu select Account.
On the right side you'll see a list that says Overview, Profile Setup, Playback Setup, Email Options, Activity Sharing, Privacy, Mobile Setup, Manage Account.
Click Manage Account.
From there, click the little black arrow next to Close Account.
In there you will find a button that says "Close Account".
After clicking that, your account will be closed

The computer you use doesn't matter as you can login to YouTube anywhere it's not blocked and where there's internet connection and a device with internet.
